Heat the olive oil in a large skillet over medium heat. Add the garlic and cook for 30 seconds, and then add the shallot and half of the salt. Cook for 3 to 4 minutes, until soft. Pour in the peas, remaining salt, and broth. Simmer for 5 minutes, until the peas are soft and have soaked up some of the broth. While the peas are cooking, toast the slivered almonds in the oven at 350°F for about 7 to 12 minutes, until golden. Combine the almonds and basil in a food processor. Pulse until very finely chopped. Add the lemon, white pepper, black pepper, peas, and sauce to the food processor and process until smooth.
